UPTOWNEVENTS RESPONDS!

"Hello Peter

Uptown Events is the name of our group and we are are people on an "Events Managements" Course at CSV. This course is NDLC accredited and we are all individuals from different backgrounds and organisations who have a general interest in this type of opportunity. We have been meeting since this February under the tutelage of Cad Taylor learning about all the different aspects of Events and all the tricks of the trade.
The aim of this course is to gain a qualification, and to achieve this we have been tasked to organise and event of our own and use our new found skills practically. We decided to focus our event during "Adult Learners Week" as this would give us an audience. As you may know our event is this Thursday and we have various activities, entertainment and information we wish to celebrate on the day.
We all work closely in our own lives with local communities and have experience networking and joining in partnership. This Event is free for all and we have tried to cover almost every angle possible, however this is a massive task as we only meet once a week.
We do not have a website or web presence as this is a one off event for the beifit of the people of suffolk, and ourselves
Thanks you
Uptown Events Team
If you would like further information please phone my mobile to discuss

What I we make of this? The address is a massive building in Gt Whip Street and Ashley Maw seems to have a title so is this an employed position as Community Inclusion Facilitator? The idea seems brillaint but upon closer scrutiny it appears to be some kind of experiment. Obviously they are funded by us, as all these organisations are, but here with this event it seems we are spending a small fortune on good causes and employing people to do "good causes" which doesn't seem right somehow. If the county was overflowing with cash and everybody was in full employment maybe this would be acceptable but with so many people looking for work it just doesn't seem right to have people paid to organise people to compete with them free and drive their chances of employment down. It is especially wrong our money is being used to make this competition when those running the county are coining in such fantastic salaries and pensions.

From Our Ipswich.
Look at the bottom of this poster that was e-mailed to me by Optua on behalf of Ashley Maw, Community Inclusion Facilitator, Supporting Families Delivery Agency, Adult and Community Services, Suffolk County Council, New Southwest, 12 Great Whip Street, Ipswich, Suffolk, IP2 8EZ  Tel: 01473 400855 Mob: 07894598584, Mail to: ashley.maw@suffolk.gov.uk,  http://www.suffolk.gov.uk/  Just why SCC cannot send out their own mails I do not know. However the listed supporters of this event are; http://www.leap.ac.uk/home, http://www.csv.org.uk/ , http://skillsfundingagency.bis.gov.uk/,
http://www.suffolklearningconsortium.org,uk/http://www.yourconsortium.org/nldc.html,
http://www.optua.org.uk,%20http//www.avenuesgroup.org.uk
It seems more people are being paid to support this event than are actually likely to attend and by allowing this we add to the numbers of unemployed in the country as people are being exhorted to volunteer to do jobs free that should be done by workers on wages. There is also uptownevents12@gmail.com who I have been unable to trace so far. Phones are not being answered and mails are not being replied to. There is an interesting point here that needs looking into considering Optua have an income of £6 million a year much of it from us and they are a respectable charity as far as I can see so far but who checks their accounts? Optua makes funding available to organisations that do not account for the money so why are Optua giving our money away without being able to account for it. This is but a small issue in an otherwise respectable charity but how many small issues are there. We should be able to discover this but we cannot. Why?

WHAT IS SCC DOING WITH OUR CASH?

https://www.facebook.com/?ref=tn_tnmn#!/photo.php?fbid=3103315308879&set=a.3103315268878.2119378.1444135984&type=3&theater This facebook post by Optua made me curious. Optua does a good job in Suffolk for disabled people but they are mainly supported with our cash so why are they posting this poster for a commercial event? Look closely at the base on the poster and you will see other organisations promoting this too. Many of them are also supported with our cash and even some of them ask us to volunteer our servises free or even at our own cost. I often volunteer and usually I pay my own costs too so why are so many people paid by us to get us to work for nothing? Look at this link too from the SCC website; http://www.suffolk.gov.uk/your-community/support-for-communities/volunteer-join-in Who audits these voluntary groups? How much do we pay them and who decides who gets what? It is our money and I believe there must be an audit trail so we can see where our money is going and of course it is also essential SCC can show it is not involved in patronage deals? Indeed it is very important SCC shows clean hands when handing out a few million pounds of our cash?

KEVIN ALGAR; WHAT A PLONKER.

New comment on A riverside view Blog

ariversideview commented on The Authors at Ipswich Spy.

in response to Peter Turtill:

I do not accept your claim that my original post about Redsell was removed because of your fear of the libel laws. [COMMENT EDITED BY RSV]

Peter, the first comment I removed contained libelous accusations against your electoral opponants. As it was not only libelous but could also have been in breach of electoral law I removed it and forwarded it by Email to the people you were libeling in case they wanted to take legal action against you. If you persist with this, your comments here are likely to end up in the spam tray. Write what you like on your blog, just don't write it here. I hope you are out of politics now as you claim to be because libeling the dead as you have just done on your blog is the lowest of the low.
------------------------------------------------------------------------------------------------------------

What a plonker:-) He can send my posts anywhere he wants and lets see who wants to face me in court. Electorial Law my backside. Libel a dead man? Don't be so silly. Stick to writing your silly blog Kevin as that seems to have overtaxed your ability. This fool deleted a post by me about a paedo and then later posted a link to my blog claiming some credit. He is one of those who likes to hide stuff from the public.

WHY THE ELECTORATE DOESN'T VOTE.

The election is over for me and I was hoping to walk away from politics once it was over but an important issue has been exposed by me during this recent period. I am happy Andrew Cann is to represent St.Margaret's ward. Indeed I would have been even more happy if the tory chap had won with the same slim majority but the important point is the majority of only 98 votes means Andrew Cann will have to take care of his constituents if he wishes to continue representing them at the next election. Massive majorities leave the imcumbent lazy and tending to disregard their voters.

Andrew Cann does have a duty to this town though and that is to declare why he stopped posting on Ipswich Spy, the blog I revealed as being run by a former councilor who has been convicted of child sex charges and is on the Sex Offenders Register? Did he know this while he was posting anonymously or did he discover this belatedly as I did. If the latter then why didn't he make this public knowledge and allow the voters of Ipswich that knowledge too. I suppose I must sadly conclude they were never anymore than potential voters as the overwhelming majority of potential voters have long ago been turned off by the behaviour of politicians which is hardly surprising now. I do however intend to make an issue of this persons blog and just who was manipulating him besides the late Russell Harsant and his associates.

IT MAY NOT BE OVER YET.

I was beaten into the ground at the election last night. My team worked hard and I didn't do justice to them and it was deeply disappointing for them. There was an issue I may take forward though. Andrew Cann won St.Margaret's by less than 100 votes in a ward with the highest percentage turn out last night and it should have gone to the Conservatives if my hands were not tied.

Andrew Cann's mother contacted my canvassers and stopped me posting on this blog. This blog has never been pro-tory or pro-labour but it was always anti-Andrew Cann. By having my canvassers rebel he in effect gained votes as people became less disenchanted with him. This blog would have made a difference of 100 votes to the tories easily if it had been allowed to continue.

I believe Andrew Cann's mother broke the Representation of the People Act and I may take that further. Keep watching this space.

CENSORED AND HAMSTRUNG TOO.

My supporters are all very decent people. Very respectable and unable to fight an election if that means attacking others even if they need attacking. I have had objections to my blog which is quite aggressive and not acceptable to my supporters who to be fair did originally want me to stand aside and just allow them to canvass for me. They have made and delivered something like 7.000 leaflets all over the ward and that is something I would not have been able to do as I use a wheelchair. The final straw came last night when I was informed by a canvasser the campaign was over and nobody was going to canvass for me as it was alledged Andrew Cann's mother had telephoned my canvasssers and complained about my blog which is my only tool. I had to either lose all my support and upset a very dear friend or quit writing my blog. I gave them the password for my blog and said they could edit the stuff they or alledgedly Rosie Cann objected too and I wouldn't write on here again. It is now nearly 2pm and nobody has accessed my blog to edit stuff out that alledgedly Andrew Cann's mother didn't like so it seems my canvassers have actually walked away and given up. That leaves the field open for me as far as this blog is concerned and so I will now replace the stuff I removed alledgedly to please Rosie Cann and fight on alone. I believe a fighter is required if one wants to win an election in a ward where the major parties have already decided the result will be a win for the Andrew Cann who will also be our next candidate as MP for this town as Ben Gummer is abandoned. Tally ho and off we jolly well go then, back into the fray with but one target. To win and to win fairly. Peter Turtill will stamp out corrupt practises in Ipswich starting with this election if you, the voters help me by voting not only for me but to show your repugnance of the political parties who had already decided who was to be your councillor. Don't stay at home as that allows those controlling the elections to believe they can get away with it as you just don't care. Vote Turtill and fight back.

CENSORED

The Star banned me long ago even from it's facebook page. I will no longer post on Ipswich Spy as it is controlled by the main political parties who know and use the man behind it. Ben Redsell
http://www.edp24.co.uk/news/top_tory_sex_attack_and_porn_charges_1_141500?ot=archant.PrintFriendlyPageLayout.ot

I gave him the chance to come clean about his past and stop the anonymous posters and for a few days he stopped posting but he has started again, posting information leaked to him by various politically motivated parties. It is obvious this would come out and yet the Tories allowed Ben Gummer MP to post on Ipswich Spy so quite obviously they are out to ditch him at the next election, probably in favour of Andrew Cann. It seems strange a political party would allow another party to take control but that is the way it works. Political parties in Ipswich are not really interested in the politics of the candidate. They are only interested in the amount of power they can exercise over the candidate once he is elected and I would guess Ben Gummer hasn't proved compliant with those wishing to control him so he will be sacrificed.

I cannot post on most political blogs as they just delete anything I write even when they have asked me to write for them:-)

I am hurting somebody. Somebody is afraid of me being heard but I suppose that is not surprising as I know how to find out the secrets. One big issue in Ipswich is the way the main parties decide who is going to win in some wards by only fielding weak candidates or failing to support their man/woman in certain wards. An important Labour man Richard Howitt MEP canvassed in Bixley but he came nowhere near St.Margaret's where Andrew Cann is the shoe in and so confident are the LibDems Inga Lockington was even canvassing in another ward and not her own:-)

Stop the status quo where the voters are virtually ignored and protest by voting for me and against them.

THEY JUST DO NOT UNDERSTAND IPSWICH

I was at a meeting of the Ipswich Society Wednesday. It would be fair to describe us as mainly a mature bunch I suppose and many do not have an e-mail address. Indeed very few are actually Ipswich born but it is an organisation of influence with 1300 members which suggests it should be taken notice of. However, being an organisation of mature folks not of Ipswich stock they are hardly going to take to the rooftops to protest about anything. These are people who love Ipswich and are content to just observe what is happening around them which begs the question; should their opinion be taken notice of and should they really just be ignored and treated as a bunch of well meaning but totally irrelevent folks who enjoy days out.
After the talk I tried to find out their views about congestion and although some moaned about it they accepted it. This is dangerous as it gives town planners the wrong impression of just what is acceptable. I asked why our town had to "grow" and I was told if it didn't it would stand still. I asked what was wrong with standing still and was informed we needed to "go forward" for the economic good of the town. I asked how it could be good for the town to be jammed up with traffic and I was informed it wasn't a problem as the chap used a bicycle!
These are decent respectable people, usually from the better parts of town admittedly but these are opinion makers even if they do not realise it and unless the rest of us take a stand our town will die even sooner than the average member of the delightful but quaint Ipswich Society.

St.MARGARET'S VOTERS. MAKE A DIFFERENCE AND VOTE AGAINST CORRUPTION.

People have for the most part lost interest in elections especially local elections where only about 30% even bother to vote on local issues but only vote according to their political leanings. We all have the choice to vote on any issue we chose but in St.Margaret’s we have a chance to make a difference to the way this town is run by rebelling against political parties and the management of Ipswich by IBC and SCC.

There is a main issue in the ward and that could decide who runs this town. We have a major problem with the northern fringe as developing it into masses of houses affects the whole town. Not only will it spoil the little countryside we have left but it will also generate masses of traffic and extra demand for water, which is a scarce resource. We do need the countryside that can be used to grow food to do just that. Development will cause mayhem for residents living in Christchurch Street and Bolton Lane etc; where already the congestion is causing diabolical levels of exhaust pollution. We have one of the most densely occupied wards in the town and more houses will destroy the quality of life in every part of the ward and yet that is what is planned and indeed it will happen if voters do not reject this by a massive rebellion against the present system. An abstention will also be taken as contentment with the status quo so vote for a difference, an Independent candidate who only serves you, the electorate and not a political party nor busy with a career and raising a family. Don't let your lack of will to vote be used against you by the professional politicians. It only counts if you use it to stop the nonsense taking place in our town. Vote as a protest against politicians.

There is a fortune to be made developing the northern fringe and quite clearly local electors are against this but it will happen if it is not fought. I do not take instruction from any political party nor from IBC, indeed I have taken IBC to the Magistrates Court before now and had them fined £750 and ordered to pay me £1,000 in compensation which I gave back to IBC. I have plans for SCC along similar lines and I fully expect to have IBC in the Magistrates Court again. I am truly independent and in St.Margaret’s I detect injustice through my research here and my experience of Ipswich where I have lived for the last 70 years. My speciality is being able to research decisions and actions and finding the flaws that can be used to reverse those decisions. I have done this on the dock and that has a long way to go legally as yet.

So much money is involved in developing the northern fringe all the major political parties and IBC are working together to achieve it regardless of the local residents. A strong candidate has been parachuted into the ward who is regarded as being strong enough to carry out the neutering of the electorate.

Andrew Cann has one task in St.Margaret’s and that is to oversee the development of the northern fringe regardless of the cost in congestion and pollution lower down the ward and throughout the town. Andrew Cann has been parachuted in to do the job Richard Atkins was supposed to do.

I have been involve with Ipswich issues for many years now. I watched Jim Savage as CEO of this town and he was totally ineffective when Jamie Cann stole from our town. Jim Savage was informed by me and given the figures to show Jamie Cann had his fingers in the till and yet nothing happened other than £100K being repaid by IBC to a supplier. The nonsense about the Crown Pools and the corruption involved went unchallenged except by an accountant who realised the figures didn't add up and started digging himself and found a trail that lead to a one time BBC comentator amongst others. He took everything to the local paper and there it stayed. Not a single word was published. We had spent hours sitting with auditors and sifting through figures only to be foiled by the local newspaper which had taken such an interest apparently.
Jamie went to Parliament and James Hehir ran this town after that while poor Jamie drunk himself to death. It seems he spent more time in the House of Commons bar than in the debating chamber. Eventually he became an embarrassment and the local party wanted to be shot of him but he knew where the bodies were burried and survived major incidents of public drunkeness. He was breathalised one morning after a heavy night and eventually they had him as he could now drink without worrying about being stopped as he had the services of a driver. The scandal of all this is everybody involved realised he was drinking himself to death and nobody stopped him which would have been quite easy if anyone had cared but no, he was wanted dead and out of the way and sure enough he did drink himself to death quite literally. That was shameful.
However it gave Jamie Hehir free reign to destroy our town with his stupid ideas of massive bulding sites everywhere and complete congestion which we suffer with to this day and it is getting worse too as stuff he started cannot be stopped. We have massive construction sites along the dock standing derelict and the mad plan to build on the Ipswich flood plain continues. Grand schemes are in hand to hold the river back and we as tax payers are paying for them via the Environment Agency erecting a barrier across the river so Associated British Ports can build a gated community on the dock island site for millionairs complete with berth for their luxury boats. Ipswich people who have used the river for centuries can no longer afford too. A few have even been forced out of business but ABP and it's lead shareholder Goldman Sachs are thriving.
James Hehir along with his supporter Nigel Pickover never even lived in our town even though they ccontrolled it. Pickover has to support massive development in that area as his company wants to demolish their place in Lower Brook Street and redevelop it as another massive multi-story building which IBC will allow as again the local press knows where the bodies are burried and no councillor who wants to remain in politics in Ipswich is going to vote against the planning proposal from the news paper. That is just a minor part of how ccorruption is ruining our town behind our backs and unless we all fight back our town will become and absolute ghetto where no cyclist or pedestrians will venture even during the day time. The major retailers have all recognised this and that is why so few want to be here. It is elementary common sense.

Now we have Russell Williams as CEO of our town and he at least lives in our town but the challenge for him is to serve the town that pays his salary. I like Russell but as returning officer for this election I think it is unwise for him to be drinking in the Dove Public House with Andrew Cann.

If you want to protest this process then turn out and vote for me or the Green Party and demonstrate your disdain with a massive turn out against the status quo before this town continues on the same track designed for it by the late James Hehir who I regard from my contacts with him as being the most polite and civil leader any mafia gang has ever had. I believe his time in Ipswich was a time of massive corruption we are all paying for now. Look at our docks and the dereliction there spawned by him in favour of the world’s biggest bank, Goldman Sachs. Bankers also manage blind trusts senior decision makers are supposed to have! Yes that is corruption and yes I say we have corruption in Ipswich and that has to be dealt with as a priority so give me the job.

LEVERSON MAKES ONE THINK.

OK we are but a small town without a major press magnate but the collusion between politicos, press, cops etc is an eye opener. I am standing in St Margaret's and the big issue as far as outsiders are concerned is developing the northern fringe as there is a lot of profit building houses on agricultural land. The previous lead on this issue was Richard Atkins who is a charming and thoroughly likeable chap but considered not to be enough of a bully to force this issue through against the wishes of his constituents. So he was replaced by a candidate who was parachuted into the ward and lent a house to live in. Such is the seriousness of this for the money makers that all parties have agreed to support this man of the time regardless of political persuasion and they are only going through the motions of canvassing such is their confidence the man they wan to win has got it in the bag. Now as this is also an issue favoured by IBC I would have thought in light of Levinson, senior people from IBC and the man of the moment shouldn't be drinkng together in the Dove Public House although there is no danger of Archant commenting upon this it does demonstrate little respect for the electoral process in Ipswich. Why has no other politico commented upon this far to cosy relationship?

POLITICIAN IN GENERAL.

It maybe very difficult for folks to believe politicians can influence our press and our lives so easily and in such an evil manner. Just watch the Leverson Inquiry on TV today and see what really happens now because we have stepped back and allowed them to do as they please. While they are so corrupt how can they possibly regulate the bankers that robbed the world. Local politicians are the footsoldiers of the people who have ruined our country and our town.

MUZZLED BY THE POLITICIANS,

COMMENT REMOVED

They really cannot stomach the truth and have removed my reply. I am also barred from Ipswich Spy which is merely another tool of local politicians who have even allowed Ben Gummer to post there. You will read the truth here though as for me being a Councillor is not a game or even an after work hobby. I serve people not use them as politicians do.

GRIDLOCK IN IPSWICH AGAIN.

A small shunt on the A14 this morning closed Ipswich. Anyone who wants to travel along the Orwell Bridge in the rush hours know just how ridiculous the traffic situation has become thanks to our political leaders. One little shunt anywhere along the route and most head for the town as an alternative route but now the road around the dock is closed for development even that route is closed. See my facebook page OUR IPSWICH. We have town developers, managers and politicians who seem to believe if they bully us enough we will all buy bicycles or walk. They are mostly young men who never witnessed this town at times of potential domination where we stuck up a victory signal and carried on as usual. Why do politicians believe we can be trained like pet dogs to obey their crazy impositions. I could attack James Hehir but he is deceased and it is possible Russell Williams is stuck with policies that were decided before he was in a position to do anything about it. Let me make my position clear on this issue. I blame nearly everything that is wrong in our town on the late Mr Hehir and his cohorts in the press who done just as he wanted them too while our politicians stood back. Now we have to undo much of that if we want to prevent our town becoming a ghetto. It is IBC policy to develop the Northern Fringe and politicians who back this development are being backed in this election as far as St. Margaret's is concerned. Andrew Cann is the preferred candidate of IBC and ALL the main political parties who will just go through the motions of fielding their own candidate.

TRAFFIC CONGESTION.

I have travelled extensively overseas and seen various modes of public transport and some practises are very sensible and most of all they work. We are crippled by congestion problems especially in St Margaret's ward. St Margaret's Plain, Bolton Lane and Christchurch Street are polluted beyond what is acceptable. The congestion for those trying to leave St.Margaret's or even return home at certain times of day is unacceptable but it can be managed. In Terhan cars are painted to designate they are for hire. They travel set routes much like our buses do but they pick up anywhere along their route but they do not operate a one passenger policy. Ipswich Buses are a pain for many travellers as when a large bus stops so does all traffic behind it. I would like to see a single bus on any route each hour for those unable to use public car transport. I would like to see buses replaced with London style cabs that picked up anyone that flagged them down. Each cab would have a full load and nowhere near as many cars or buses would be needed. It is such as a simple operation where folks can get into and out of town by paying probably less than the present bus fare as each cab would always be full and much less traffic would be required. Obviously there would have to be arrangements for disabled people but as a general rule this is the way to stop our town drifting quite rapidily into becoming a ghetto.

I DO KNOW MY TOWN UNLIKE SOME OTHERS.

<><>
<><>
<><>
<><>
<><>
From Family
The seventh name down Thomas F Garrett is my grandfather. My mother never remembered him as she was only two when he left with his brothers to go and fight for our country. Their names are on the memorial in Christchuch Park close to where one of the polling stations for St.Margaret's ward will be. Like many thousands they were not conscripted but went as volunteers to give something back to their country. That is my family attitude in that we have always been involved with our town. My wife and I are involved with taking disabled people sailing and of course in saving Public Rights of Way in Ipswich. We seek no reward nor recognition but there are sometime issues where we have to stand up and be counted hence my candidature in this election. I am dismayed by the way our town has deteriorated over the last 30 years and the promises to halt the decline have not materialised. Our leaders do not seem to have made the connect between the increasing numbers of houses and the decreasing number of shops. More houses mean more cars and buses and of course much more congestion and pollution. The council seems to think the answer is to force more people to cycle or walk but it is rather difficult to do the weekly shop on a push bike. Christchurch Street and Bolton Lane have become rat runs with extremely high pollution levels. Cars on Norwich Road wanting to get into town use these routes via Anglesea Road as a rat run and in St Margaret's this is causing massive problems and it will get worse as more houses are built. Carry this on to the logical conclusion and one day there will be very few shops left. Nobody is going to build shops when customers cannot get to them and gradually the centre of the town will become a ghetto, in fact that is happening already. This continuous mad rush to "grow" our town is in fact shrinking it and the tipping point is close now. Vote for me and I will fight all development and I will also offer my ideas on how to decrease the traffic numbers too.

WHY BUILD ANYWHERE YET ALONE ON THE NORTHERN FRINGE?

Read my poster-pledge, the clues to the relevance are contained
within the text statement especially the heading!

Water shortage-flooding and farming problems due to drought
(with significantly reduced new build since 2008, which was a peak)- so water companies have had the pressure taken off "to perform" and accommodate new development, ie they have had time to prepare and get their house in order.

(Anglian Water are consumed with fighting the water crisis so Daimler Road Ipswich's problems have, it appears, been put on the back burner for now and the meeting plan for June with MP cancelled.
-So they look forward to flooding and sewage in their homes again if this rainy period continues.(This problem was down to developers on adjacent new development not doing a good enough job and the Borough not checking, monitoring enforcing_Development Control problems yet again!)

Water shortage adversely impacting on our capacity to grow food efficiently locally. Dry conditions and dry ground increases the likelihood of flooding as ground can't absorb well.( Hayhill Road development will suffer again as will Cemetery Road residents)
So, for St Margaret's, what is the use of planning for thousands of new homes on NF, (well known for the water supply and drainage inadequacy) and the need for new homes, that appear for now not to be needed; with construction and house starts at an all time low and still reducing(today's figures Radio 4)- meaning there may be difficulty with delivery if they start( like Hayhill Road)
All planned by IBC on the highest grade productive farmland in the Ipswich Policy Area; land that will help sustain us over the next difficult years?

The Borough proposes to DELAY a review of the Core Strategy 2013-2014(and the evidence base) until AFTER it has committed the NF todevelopment- and a point of no return!
Never mind, the developers will be happy(provided with certaincy), local politicians will be happy, it's what they have manoeuvred for for 25 years, the1000-1200 of the public who have responded and objected won't.
So who are these local politicians there to serve? Not St Margaret’s that is obvious.

Haven Gateway Water Cycle Study

IMPORTANT GUIDANCE TO THE USE OF THIS WATER CYCLE STUDY
The Haven Gateway water Cycle Study was undertaken as a sub-regional study which covered a number of local authority areas. As such the level of detail entered in to for the study may be lower than a study carried out at a local planning authority or development area.
…..........................

The Stage 2 of the study was prepared over a period of 18 months from May 2008 to October 2009.
…...............

In addition it has been commented that in some areas the Urban Waste Water Directive (UWWTD) sets limits on pollution discharge that may be lower than those set under the Water Resource Act and so may impact on the apparent pollution consent headroom discussed within the report. This will need further investigation, either in local studies or within the next update of the study.
Furthermore, solutions to both wastewater discharge and water supply issues have not been considered in detail and there may well be alternatives solutions to improve the use of water (such as effluent re-use) that have not been discussed in the current report.
The conclusions of the report have adopted a precautionary principle in that they have been based on no future action, and therefore highlight that action is needed, irrespective of whether this action is already planned, or needs to be planned before development takes place.
The intention of the report is to encourage and focus dialogue between the development partners to ensure that the various components of the water cycle are considered by all. It is expected that some local authorities or individual developers may need to take the water cycle studies into additional detail and develop strategies for implementing any actions required prior to, during and after development to ensure the longer term security of the water cycle.

The Water Cycle Study is a living document and it is intended that regular reviews and updates of the document will be undertaken and that comments received on this initial study will be incorporated into the first review.

EXECUTIVE SUMMARY
The Haven Gateway Partnership commissioned a Water Cycle Study to ensure that water supply, water quality, sewerage and flood risk management issues can be properly addressed and thus enabling the substantial growth proposed in the East of England Plan to 2021 to be accommodated in a sustainable way.
The study considered the Haven Gateway sub region which covers all of Colchester Borough, Ipswich Borough and Tendring District Council and parts of Babergh District, Mid Suffolk District and Suffolk Coastal District Councils.
Current and future development in the sub region is centred on the two large urban centres of Ipswich and Colchester together with a number of smaller market towns, whereas the focus of employment is on the two ports of Felixstowe and Harwich. In total the draft regional Spatial Strategy identified the need for around 51,000 new homes to be built across the region between 2001 and 2021.
The study commenced in 2007 and followed a staged approach to delivery. Stage 1 outlined the available data together with a broad assessment and was published in June 2008. The Stage 2 report looked in more detail at the water cycle and the impacts of development within specific areas on water supply, wastewater collection and disposal and flooding and was published in October 2009.

SUMARY OF FINDINGS
Water supply - all three of the water supply companies were confident that they had sufficient resources to supply the demands of the region over the forthcoming period and had plans in place to be able to realise these resources. There was a general assumption that the demand on water would reduce per capita due to metering, reduction in leakage and householder efficiencies and additional capacities would be addressed within their current improvement plans.
Wastewater - in general wastewater infrastructure and wastewater treatment and discharge are reasonable constrained within the sub-region. There are numerous areas where the existing infrastructure is currently at capacity with no room for growth. In addition a number of the treatment works are at, or will reach capacity with the projected growth, and therefore will require increases to their allowed discharge together with potential extensions to the works.
Water Quality - increases in discharge from sewage treatment works need to be accommodated within the receiving watercourses without adverse impacts. There are areas within the region where treatment improvements will be required to avoid any increase in pollution loads within the receiving water bodies.

FURTHER WORKThe Haven Gateway Water Cycle Study is a snapshot in time and will need to be updated and enhanced in the future as more data becomes available from the stakeholders, as development pressures change and evolve, and as the guidance and legislation supporting and driving the planning and water cycle evaluation processes evolves. In addition some of the issues identified within this report but not incorporated within the analyses due to the timing of the report should be considered and these may add additional detail to the results.

The above obviously is not my work. What I do is research stuff and winkle out the bits that are important and often missed entirely or suppressed.

I have been asked by a few mails why this is significant. The significance is the report appears to be the most recent and yet it is years old already. We need to be on the ball with such issues as this report could be used to justify something in 5 years time. It is out of date.

Ipswich Spy: No solution, but part of the problem

We have a rubbish newspaper in Ipswich these days so when Ipswich Spy appeared on the scene I happily posted to it and read it too. I recognised it had it’s failings such as anonymous authors but it was informative and seemed to have good sources.

I decided to stand for election and as a Rights of Way activist I knew how to research for information. Indeed in my last post I noted how I could serve the electorate of St. Margaret’s by researching problems back along the usual paper trail as usually when our local authorities do something rushed and against the wishes of the people they take shortcuts and make mistakes which can force the whole issue to be done again and often stopped entirely. I know Archant will not publish anything controversial so as a source of information they are less than useless especially where development is concerned as they want to develop their own site in Lower Brook Street hence they are hardly publisher (morning star!) anymore and have become a property company anxious to keep well in with the local politicians and local authorities.
Ipswich Spy had the potential to be a really good source of news but as I am fighting an election I want to know who the anonymous authors they use actually are. I asked on their Facebook page if any of the anonymous authors were standing for election as some of the stuff I had written had been deleted and it was about Cann who writes for Ipswich Spy anonymously and is of course my main opponent in St. Margaret’s. How could he get my posts removed I wondered. Is there a way of blackmailing Ipswich Spy? The answer unfortunately is yes and he is far from the only politician with the knowledge to affect what is written in Ipswich Spy. All the main political people in the area feed Ipswich Spy titbits, which is why it is so well informed.
It isn’t what our newspapers tell us that matters but what they hide such as the Ipswich Dock Acts, Public Inquiries  I am glad to be Independent and not allied to any political party at all. I can serve St Margaret’s despite the politicians who are quite happy to have an undesirable  as a friend as long as they get access to the news in order to suppress it or influence what is written.

JUST FOLLOW THE AUDIT TRAIL.

I am interested in the history of my home town. I spend hours during the winter reading up about Ipswich. One of my books is from 1645. It is of course a USA re-print but I learn so much from these books. I have the Ipswich Doomsday Book again a re-print and again I have learnt much from it even if I do have a job remembering where to find the information I am looking for. My filing system is a mess except to me and I have a reasonable idea of how our town started (Thurkell the Tall captured it in 1016 for King Cnut) That of course must be the King I always thought of as Canute. My name comes from Thurkell and he came from Sweden. Now looking back through history I have noticed very often mistakes are made that have to be put right decades later. I want to stop development of the Northern Fringe and experience has shown me that even though all comers will claim it is a closed book and all settled and over. I am certain the audit trail to this decision will be flawed and it just means taking the time to follow through the paper trail. I have done this on the dock and I want to do the same as far as the Northern Fringe is concerned. I don't back off when threatened with legal action but I will be heartened when threatened as then I know I am getting closer to the truth. All those standing against me in this election cannot do this as it means going against their own masters which means the political party they represent. The electors come a very poor second if considered at all. I will only represent my constituents and none other.

ANDREW CANN LOSES THE PLOT!

The cheeky young man has blocked my Facebook access and frightened the living daylights out of Ipswich Spy, the local political bloggers. This is his post to me today;

New comment on Ipswich Spy
andrewcann07 commented on Borough Council Predictions....

in response to Peter Turtill:

Ha! Andrew has just blocked me from his facebook page. See below; .Heading to The Dove tonight… Phew… But first an appointment with the neolithics. LikeUnlike · ·Unfollow PostFollow Post. Peter Turtill Wow what a name to call St Margarets ward people. Neolithics is really saying you don’t want their vote. If you don’t want [...]

Peter After having pointed out twice on Facebook and via your 'blog' that my post referred to a trip to Stonehenge I was making with my boys (hence Neolithics though I'm sure someone will correct me) then a visit to the pub that night I am very disappointed that you continue to peddle this libel. As you have not removed the posts I have contacted Facebook who have now blocked you and will be contacting you in due course. I will be contacting Wordblog this afternoon and have sent an email to Ipswich Spy. You're welcome of course to speculate as to my political views etc but I will not have a completely harmless post I have written twisted and misrepresented in this way. Please see the errors you have made and remove this libellous nonsense. I am very disappointed that someone I considered to be a friend has resorted to this. I have been the victim of some underhand political attacks in the past and this is close to the worst but do you know what rankles the most? That I have gone out of my way in the past to help you and listen get this. How dare you."

Get lost Andrew Cann. I am not former councillor John Cooper and I will not back down. As you have closed my access to Facebook I cannot see what it is you reckon is untrue or even libelous so lets see the colour of your writ young man and I will see you in court where I can assure you the stuff you would rather keep secret will certainly be aired. You claim to have done me favours in the past but just go back a little when I asked if you would be standing for Parliament. You told me you couldn't because you found the rumours about your father were too hurtful for you to face, i.e. you hadn't the stomach for a fight that may have turned dirty. It certainly would have done and I done you a really big favour by not telling you most of what I heard about your father was indeed true. It now appears you want to shut me up with legal threats. Even your dad didn't try that one on me when I caught him out red handed. You know my address and if your party wishes to make an appointment I will be here to accept service of you writ young man.

ANDREW CANN

Andrew is also standing in St.Margaret's ward but according to his Facebook page he doesn't think much of the place. He has now blocked me from his Facebook page but I have copied it below;

(Andrew Cann)".Heading to The Dove tonight... Phew... But first an appointment with the neolithics."

(Peter Turtill) "Wow what a name to call St Margarets ward people. Neolithics is really saying you don't want their vote. If you don't want them to vote for you why are you standing Andrew. I have misunderstood and it is not you canvassing in the ward today?"

(Andrew Cann) "It's Stonehenge! "

"Peter Turtill" Andrew you amaze me! St.Margaret's is anything but Stonehenge. OK there are troubles with traffic and pollution and the silly ideas to build on the Northern Fringe but Stonehenge it certainly isn't.2 seconds agoUnable to post comment. Try Again. BLOCKED. So much for free speech and he really is such a nice chap too. Must be his new business or even confusion about what party he should really be in. Come on Andrew, you're a socialist just like your late father was.

ST MARGARET'S AND THE NORTHERN FRINGE.

I want to represent St Margaret's as so much is at stake here. I spent a lot of time here trying to have the Fonnereau Way added to the Definitive Map and eventually I hired an expert to instruct the local Ramblers. Fortunately they refunded some of my costs which is unusual although the Maritime Trust did make a donation towards my costs on the dock. Geoff Knight and Ipswich Ramblers were successful eventually after they and the Ramblers HQ put in many hours of hard work. However although this application is successful we have to keep an eye on the situation as Net Work Rail may appeal to the High Court. There are troubling proposals to developing the Northern Fringe and these appear to be supported by IBC and SCC.
 The road system here and around Ipswich cannot support more traffic and already Ipswich is congested most of the working day. There are other application that need watching too;

About Me

My photo
I am 69 and have to use a wheelchair but I never allow this issue to interfere with anything I want to achieve. I would like young people and even those not yet born to be able to enjoy growing up in Ipswich as much as my generation did. We never stayed around the town or housing areas as we spent our time in the countryside doing what kids do and annoying nobody. We all learned to live off the land and to appreciate the countryside too. No drugs or alcohol needed to have a really good time and grow into mature adults. My wife and I spend our time as volunteers and we have spent many a happy day taking disabled people sailing on the River Orwell. We hope to expand this year with more boats.
